For example, it can be a problem if, in a pile, the 6C is higher up than the 7C. One example of an unsafe move is one that causes lower ranking cards to be higher in the same pile than higher ranking cards of the same suit. The gist of it is that an ace is a problem, whether it's exposed or not. However, since every non-king has only one specific card that it can be placed onto, most moves can safely be performed.
